Paying government officers for securing a contract is unfair. This process of securing the contract deprives others from healthy competition. The contract was not secured by the advantages that you organisation had in the given domain( construction, networking etc) but it was secured due to the money paid by your organisation.
Thus even if it seemed like paying government officials for receiving contracts may be a common place business practice but it cannot be ethical.
