Summary : The objective of the current study was to examine methods for either re-estimating the population following a complete survey, or for estimating the population in a new environment under conditions which—for reasons of schedule or funding—preclude undertaking similar surveys. The first method used proportional and Neyman-allocated optimal stratification, and the latter achieved a reduction in uncertainty of the population estimation of about 80% in 1,000 simulated sampling trials. For proportional allocation only, the simulations were also validated by comparing the estimates obtained using a stratified finite population bootstrap with comparable estimates using an unbiased Thompson-Horovitz estimator. The second method explored the use of single-stage cluster sampling.
