Im trying to install some small solar panels on a dog vest using LED lights so that the dog can be spotted at night. How can i explain what do the solar panels will charge or what is their purpose? (in 2 sentences maybe) And do you think it will works under water?

You can mount solar panels which charges a small battery bank on your Dog\'s vest, so that you can spot your dog even during the night time with the help of LEDs. But this circuit won\'t work under the water.
