Assuming PRI study is this study done in Pacific Research Institute.
The two states of my choice are Alaska and Iowa
Alaska ranks are Output ranking is 1 and Input ranking is 16. This state is categorized as saint. The state has low monetary tort losses, low tort litigation risk and strong rules on the books. So this category matters as it tells investors that this is a favorable state.
Iowa ranks are Output ranking is 10 and Input ranking is 40. This state is categorized as sucker. The state has weak tort rules and low monetary tort losses, low tort litigation risk. So they believe that they do not need any reforms. So it is not a good state for lawsuits againt companies.
