I would personally recommend the design (b) due to the fact that it consists of fewer number of parts to be assembled and Simpler design.
For Instance, the design (a) Consists of 4 parts and 6 fastners whereas the design (b) consists of 2 pasts and 2 fastners. The number of parts and fastners increase the assemby time.
Additionally , Production of 4 parts of design (a) requres more time and cost than 2 parts of Design (b). (a) requres 3 blanking operations, 5 bending operations 10 drilling operations as compared to 1 blamking operation and 2 drilling operations (for holes) of design (b). Ignoring the manugacturing of tie rod as it is common to both the designs.
Time saved during the manufacturing and assemble processes reduces the inventory cost. Lower number of parts reduces the overall product cost and complexity of assemble. along wit it, The aesthetics of design b are much better than design a.
