It is a human made chemical warfare which is a nerve agent. They are most toxic and rapidly acting chemical warfare agents.
The town fair must be vacated. All the people must be taken out of town fair where fresh air is available free from soman. Quickly moving to fresh air is highly effective as it reduces the possibility of death due to exposure from soman vapour. It is advised to go to the highest ground possible as soman is heavier than air and will sink to low lying areas. People exposed to soman must remove their clothes and rapidly wash the entire body with soap and water and get medical care as soon as possible. Clothes should be cut off if it has to be pulled over thr head. They should be sealed in a plastic bag. Again seal the plastic bag in another bag. This protects the people from any chemical that might be on their clothes.
Afterwards treatment must be carried out to remove soman from body with the use of antidotes.
