1. Max Weber is considered the founding father of modern bureaucratic management theory. According to him. bureacracy as a positive development from past management and leadership based on traditional authority which was based on beleif in the sacredness of tradition and charismatic leadership , in which authority was based on personal devotion to the leader.

2.A bureaucratic organisation is a form of management that has a pyramidal common structure.

3 .It is one with rigid and tight procedures, policies and constraints. It is used in many organisations including Military, government agenicies and large corporations.

4. It has two fundamental charactersitcs
1. structure is hierarchical
2. governed by set of objective
first characterstic imply that structure is hierarchical, which means that there are clearly ordered levels of management , where lower levels are subordinate , or accountable to higher levels.
Second is the organisation is governed by set of objective laws, rules and procedures as the basis of authority and direction. Max Weber called this element rational legal authority.
