= 0.1935

P( X < = 1) = P(X=1) + P(X=0)
= ( 7 1 ) * 0.4^1 * ( 1- 0.4 ) ^6 + ( 7 0 ) * 0.4^0 * ( 1- 0.4 ) ^7
