Here you asked about the perfect dielectric , first of all perfect dielectric doesn\'t exist in the universe. The perfect dielectric acts as perfect insulation to current and it doesn\'t allow to flow and it acts like storing of energy like capacitor , as if high voltage is applied across it then it subjected to high dielectric loss as heat and at last it breakdown that\'s called dielectric breakdown.
Dielectric practially not perfect dielectric , respond to electro static fields thus whenever we apply the field across it the dielectric inner charges adjusts their polarities to the opposite field direction and thus charges moving causes gradual increase of current in the medium.
