Rolling 7 on a 1000 roll sample would usually be happen around 167. This would change from sample to sample, but would rarely deviate too far. The odds of rolling more or less would fall on a normal distribution. You can determine the odds by finding the standard deviation =167/sqrt 1000= 5.28. z= (723-167)/5.28=105.3. That Z score is so large that the you can not even use a standard table to determine the odds. Needless to say you probably have a better chance of winning the lottery.
