Absolute measures are numbers with units i.e.total number of times a particular value for a variable actually occurs.For example there are 515 farms in state B, there are 51500 farms in India.

Relative measures describes the absolute frequency of a particular value for a variable in relation to the total number of values for that variable. For example e.g. 1% of farms in India are in state B.
