So USA government tied up with different-different companies for the completion of the project.Like the governemnt purchased the data management software from MarkLogic company as mentioned in the article.and development task was given to CMS(US centre for medicare amd ,edicaid service), and CMS practised out the work for building and implementation of the healthcare.gov website to a number of different outside contractor.

So in Development of this project there is not any single entity involved who can take the responsbility of developing the whole project.Hence it results many error and bugs and hardware and software problem in the project.

Because of these errors and bugs the project cost increased and site was unable perform registartion process for the user, and launching of the website was also delayed due to these bugs.

Reuters also reported in mid-October 2013 that the total cost of building Helathcare.gov using contrators had tripled as an initial estimate value of $93.7 million to about $292 million.And overall cost of the project reached $500 million by October 2013.

The Governemtn was expecting around 50000 to 60000 registration by the end of the October but due to problem in softare it got ony 1000 + registration and most of the existing peopel wer unable to login on the site and the the people who enrolled was letter denied covergera of the insurance because of the mismatch in data, and this mismatch was occur due to fault in the website.So the government was in loss beacuse he already paid the software cost to the companies but was unale the generate the revenue by it.

So conclusion of the article is that is project management is the most important part for any project.If the project is developed in time and is error and bug free so it will cost less budget and also the perpormance of the softawre will improved.
