For this we follow the following steps:
1. First fraw a line L and mark a point A outside L
2. Now we draw a line perpendicular from point A
2a. Open a compass with length more than distance from L to A. With A as center mark two arcs on the line L
2b. With the same radius and the points on line, draw two intesecting arcs at D
2c. Join AD
3. This is the perpendiculat line
4. Now with this new line as base, when a perpendicular line is drawn passing through A, we get the required parallel line
