P(second truck is available) = 0.45
P(both trucks are available) = 0.46
So the probability neither truck is available is
1-P(first truck is available or second truck is available)
=1- P(first truck is available) - P(second truck is available) + P(both trucks are available)
=1-0.65 - 0.45 + 0.46
=0.36
