Ans: If hospitals began to affiliate within regions, there would not be any effect on the level of duplication of facilities. It would remain the same. This is because even if there is affiliation made, the operations of the hospitals would remain subjec to themselves and the services and profitability of these hospitals would be dependent on their own facilities and services. Under such a scenario is it hard to say that with affiliation there would be a decline in the duplication of facilities also because of the fact that if that happens and there is an issue with the operations of a particular facility at its unique place, that particular service would be entirely crippled and it would be difficult to avail the service. Indeed all hospitals would keep this consideration, and therefore would not enable a decline in duplication of facilities. Duplication exists because there should be multiple locations of availing a perticular service and this should not be concentrated to a certain unit which if does not operate leads to total handicap. Therefore, the logistics behind these require that there should be duplication of facilities.
