Texas should adopt progressive system of tax because the tax rate is focused on the paying capacity of the person. Tax rate is determined based on the level of income and not fixed for both high and low income group

A progressive tax has low taxes for lower income group and charges higher tax as the income is high. Regressive tax high income group pay a small portion of their income in the form of tax whereas low income group pay higher proportion of taxes from their income.
