Solution

X = 7 and Y = 6

As RESET is HIGH, The 4-bit counter increments by 1 at every riseedge of CLK1. So, at time T, 4-bit counter increments to 7 (X=7). Since CLK2 rises at after 6th clock tick of CLK1, the 4-bit register output Y equals to the 6th clock tick ovalue of 4-bit counter i.e Y=6.
