The nylon tarp shelter will protect the hiker from the elements of the environment like gusty wind, rain etc and hence prevent body temperature from falling.
The down sleeping bag is an insulator. Thus it prevents the heat from the body from reaching the enviroment and also prevents the temperature of the surrounding from affecting the camper.
The foam pad prevents moisture from the ground from affecting the sleeping bag while providing insulation from the ground too.
The only change I would recommend is using a double walled tent rather than tarp shelter. In double walled tents one is saved from the possibility of the interior of the tent becoming moist because of condensationon the inner surface of the tent. The double wallled structure prevents this from happening. Though a point to be noted would be that tents could be much much heavier than tarps. So there is a flipside to using one.
