From the data table you have provided there is only sample of data of tempered steel. In question 8 it says repeat measurements 10 times for E and sigmay . I assume you have part 8 solved with you and have the average and standard deviation for samples of tempered steel.

Taking an average over 10 samples for the calculation of E and sigmay will allow you to eliminate most of the experimental/human errors done while doing the experiment. Generally an average reading is preferred for the same reason as it gives you the best estimate for E and sigmay.

Looking at your data you can see whether your standard deviation is high or low compared to the average. A high standard deviation means that every time you measured a sample the reading were highly volatile which may show a high amount of experimental error/human error while doing the experiment. A low standard deviation is a good sign for the experiment showing that your measurements where close to one other and proves that you performed your experiment well.
