Good topic for an essay! There\'s a body of thought that says Kent State shortened American participation in the Vietnam war; that might be worth pursuing. As for what the National Guard might have done differently: perhaps they might have been better-trained, to avoid panic, but a better question might be focused on the elected officials who chose to deploy an armed force against students.
 
 You\'re not wrong to refer to it as a massacre. A simple check on Google will show it\'s often referred to as the \"Kent State massacre\", and checking any dictionary shows that it fits the definition. It\'s a bit on the small side, but people refer to the St Valentine\'s Day massacre, in which eight men were killed, with none wounded, as opposed to Kent State, in which four were shot dead and nine others wounded, one of whom suffered permanent paralysis. The other element of the definition is that the victims have little chance of defending themselves, which was certainly the case.
 
 The gunfire was not in any sense sporadic or hesitant. In 12.53 seconds, said the final report, 28 Guardsmen fired 61 to 67 shots. (Some fired into the ground or the air; 48 Guardsmen did not shoot at all, according to the FBI.)
 
 As USA today reported, \"Based on an FBI investigation, the Justice Department concluded that the Guardsmen were never in danger and that their explanation — they were surrounded, outnumbered and fired in self-defense — was a fabrication. Later that year, a presidential commission called the shootings \"unnecessary, unwarranted, and inexcusable.\"
 
 A number of the victims were shot in the back, including an ROTC student who was killed. As the presidential commission confirmed, all of those killed and wounded were students.
 
 One of the more appalling legacies all these years later is the particularly stupid and cruel fabrication that the 14 year old girl in the famous photo was somehow \"a communist,\" or, as described on this page, \"a out of state agitator with marxist organizations\".
