The Children\'s Health Insurance Program was a program introduced by the United States department of health and human services. It helped to provide matching funds for family that have children to states. The design of the program was meant for covering the uninsured children who belong to the families of low income and have qualification for medicaid.

The program was established as a response to the failure of the comprehensive health care reform which was introduced by President Clinton. This took place in 1993 and the creation of the legislation was sponsored with the help of Senator Edward Kennedy. This was done in partnership with Senator Orrin Hatch. The first lady Hilary Clinton supported this.

It was considered as the infinitive expansion of taxpayer which health insurance funded for the children in, 1997. The medicaid was established successfully by lyndon Johnson established Medicaid in 1965. There is flexibility provided in CHIP and broad guidelines are provided within the policies.

There were few states who had the authority for using the funds in order to cover the funds with the help of statutory provisions.

There were around 7.6 million children part of CHIP during 2010 and there was an approved plan for every state. There was a rise in uninsured children in spite of CHIP and this was because the families failed to qualify for it.

There were attempts made for expanding the program by Bush with focus on federalization of healthcare.  The Children\'s Health Insurance Reauthorization Act of 2009 was signed by Obama and it aimed at expansion of Healthcare program.
