standard equation in vertex form is given by

y = a(x-h)^2 + k

where h , k is the vertex

plugging the values in the equation

1 = a ( 2+3)^2 + 2

1 = 25a + 2

subtracting 2 from both sides

1 - 2 = 25 a

-1 = 25 a

a = -1/25

hence, equation would be

y = -1/25 ( x+3)^2 + 2

f(x) = -1/25 ( x^2 + 6x + 9 ) + 2
