Bill 1: Currently, only low cost fertility treatments are covered by health insurance (or not at all in some cases). This bill would require all US health insurance to cover In Vitro Fertilization treatments.
Bill 2: This bill would ban all gainful surrogacy (surrogate women receive payment) and would only allow altruistic surrogacy where compensation is limited to medical treatment (e.g. no profit)

well, surrogacy is the method or an agreement by which a woman agrees to carry a pregnancy for another woman who cannot carry her own child. the parents can seek the surrogacy agreement in the case of medically impossible pregnancies, health risks for the mother and the child or for the couples of the same sex. the monetary compensation may or may not be involved in this agreement. if the surrogate receives money for carrying the child it is termed as commercial surrogacy.if she receives no compensation beyond reimbursement of medical and other reasonable expenses it is referred to as altruistic (the carrier of the child is usually a friend or relative).
