A. No. Since the sewer is not mentioned in the specifications of the contract, the mainetenance and relocation is not her responsibility. Since the contracts should carry the detailed statement of work, anything that is not enlisted on the contract is not liable to be maintained by the contractor legally.
B. Yes, the contractor can claim extra for the extra work done to relocate and maintain the sewer that was left out from the requirements. It is a requirement by law that the contractor be paid for the work that is mentioned in the contract. Since the sewer was missed out from the statement of work, the contractor is not liable to repair it and if the contractor decides to go ahead with repairing it, she is liable to be paid additionally.
