B. Yes, the contractor can claim extra for the extra work done to relocate and maintain the sewer that was left out from the requirements. It is a requirement by law that the contractor be paid for the work that is mentioned in the contract. Since the sewer was missed out from the statement of work, the contractor is not liable to repair it and if the contractor decides to go ahead with repairing it, she is liable to be paid additionally.
