Steganography or Cryptography is used as a powerful tool by criminals and terrorists to mask their activities. Let us suppose that a group of terrorists is planning some unwanted activity in a state (for example: Bomb Blasts). They are divided into different teams. Now to make a contact with each other, they use high-frequency cryptographed voice/data links so that their conversations cannot be traced by anyone. Their calls, messages are in code words.
