Yes, I agree with this statement. Leadership is about leading change. Maintaining status quo is management, not leadership. It takes leadership to achieve extraordinary goals by bringing about change. Followers cannot achieve the established goals, unless the leader takes charge to lead change; inspire and motivate the followers; provide them with necessary resources and conducive environment to take action for achievement of goals.

Leadership is not required, when routine actions need to be taken and there is no goal to be achieved, which means there is no change required. However, for continuous improvement, goals need to be revised and new goals are established upon achievement of previous goals. This requires continuous change and hence leadership is needed to lead the change effort.
