There has been a drastic change in the threat scenario wherein there is no longer all out wars or battles being fought by armies on both sides. Nowadays, the threat is more from covert operations and from independent agencies who may perpetrate violence and terror in another country or against citizens of a particular country and these agencies may or may not have the backing of a country state. Thus non-state actors pose a pertinent threat in the current strategic scenario of nation states.
For example with the growth of terrorist organizations in the Middle East, which are really not backed by any particular nation state and also span across countries who wage battles in the form of concerted attacks against citizenry of the civilized world across countries and in the form of group attacks or lone soldiers clearly showcases the role of non-state actors in today’s security paradigm.
The biggest challenge that the nation states and the security agencies face is to identify these non-state actors and since these actors can also camouflage themselves easily because of the advantage of anonymity, the challenge is that much bigger when facing and countering the non-state security threats.
The military threats coming from these non-state actors are also aggravated by the easy access of information and propaganda by these groups through the internet. They are mostly present in the destabilized region of middle east and have also access to powerful explosives and also suspected weapons of mass destruction. Thus the threat posed by them is of attacking strategic locations, causing mass causalities and also launching potential mass attacks.
