Smoking creates a number of problems which has to be resolved by government:

A large portion of the taxpayers fund is spent on medical facility provided to the smokers. Passive smoking also raises the chances of health issues thus all the non-smokers are also exposed to health related issues.

Litter is also one of the issues which has to be answered. Smoking also increases the litter which pollutes the surrounding for a clean and healthy environment we need to clean it. Thus it again increases the cost.
