The funding of the highways in the US is done mainly by taxes that can come from gasoline tires or when you pass certain tollway public or private.

Each time you contribute with your money the local or federal government use it to keep in good conditions the highways.

The trucking company has to pay more taxes because first of all the use more gasoline than an average car, and also because there are taxes based on the weight of the trailer depending where the truck is going.

Some people feel this is unfair to the trucking industry but the fact is that 53 footer trucks are the ones that causes more damages on the highway, furthermore the cost that they need to pay on taxes they include it each time they move product across the country, that cost is absorbed by the final customer so I believe it is fair to the trucking industry.
