One would choose the FUNCTIONAL ORGANIZATIONAL STRUCTURE for the task mentioned in the question. As it is mentioned that effective management of a multistory building is to be done so one would be forming groups of people having similar skills, each group would be handling one department so it would mean that a group of experts in that particular work is handling that department and are deployed there, this would definitely ensure effective management and smooth functioning of all the tasks.
