Scarcity basically means that the people want more than what is actually available to them, therefore it restricts the people to purchase everything, this restriction results in making a choice, now people will make choice based on the idea that which goods (resources) will give them the most satisfaction, or which one will fulfill there desires the most. As the people start choosing more of something, the scarcity forces them to have less of something else.
