 we know that slope of perpendicular line is negative opposite of given line.
 then slope of perpendicular line m=-1/5
 now plug slope m=-1/5 and point (10,1) into point slope formula to find equation of perpendicular line
 y-y1=m(x-x1)
 y-1=-1/5(x-10)
 y-1=-1/5x+2
 y=-1/5x+3
So the perpendicular line will be y=-1/5x+3
