Discuss specifically how this arrangement reduces over these Rights be enforced? Could a similar arrangement work for fishing in international waters?   Solution
When fishing grounds are reserved certain individuals, fishing grounds become private good. Without reservation, the fishing ground becomes a common good. The common good is used by all but none takes an effort to reserve it or make it sustainable. However, in case of private good, the private owner takes care of the good to make it sustainable. Therefore, reservation of fishing ground prohibits overfishing.
I think a similar arrangement can work in fishing in the international water. Different areas in the ocean can be allotted to different countries who can treat those fishing zones as their private good and try to make it sustainable.
