The policy makers’ policy analysts and planners are all responsible for any policies that are drafted and made available to the public. Since every matter of public policy affects the people either directly or indirectly , the policy makers have to hold themselves accountable to the people. Their responsibility lies in understanding that they need to bring out those policies that are instituted for the welfare of the people and not put them in jeopardy . Since these positions are very important they have to exhibit high levels of morality and ethical habits while discharging their function. This is called as public ethics.
There could be many reasons why these people should act morally and ethically and why the public should hold them responsible for their actions. Policy makers are those who are given the job of framing policies for the welfare of the good of citizens. Hence the policy makers should ensure that there is neither a conflict of interest nor is there any vested interest lobbies that would lead to the framing of such policies. For example the gun control act which was very necessary in the wake of the sporadic incident of loopholes in the act was first made into a policy and this was made in such a way that it covered every aspect of the gun control legislation .
People look at policy framers as being the very important link between the government machinery and the various reforms that take place. Hence any measure of government activity that affects the people is directed at the policy makers.
