12x + 4y = 8

15x + ky = 9

system is inconsistent which means no solution

that is both lines should be parallel

slope of 1st line is

4y = -12x + 8

y = -3x + 2

slope = -3

therefore, both lines to be parallel slope of 2nd line has to be -3

ky = 15x - 9

y = 15/k x - 9/k

hence, 15/k = -3

k = -5

so, the value of k = -5
