What bad things could happen if someone uses the same keys with multiple Public-Key Infrastructures?

Solution

Due to sharing of public keys between multiple public key infrastructures,the usere subscribed to any of the infrastructures can send the messages encrypted to the receiver that is subscribed to a single infrastructure and hence reliability is compromised .besides integrity in terms of data source reliability is also lost and other infrastructure data sources may send some random data continuously to cause congestion.

They might also try to get private and confidential information as response by sending random data.
