The first reason is that striking of the public sector employees is a threat to the supreme authority of the government. Another reason is that the employees have high bargaining power and there is no any market based checks on their demand. If they have given authority to strike then they will have more power to negotiate with their employers. Hence they do not have been given authority to strike..

And another reason is that if they are on strike then public will be at risk.
