Powerlessness is the inability to influence a person with the decisions taken up by another person. For example, a decision taken up by the one department shows inability to influence the decisions taken up by the another department. It is due to the different set of interests, held by the different departments. It is the example of powerlessness.
The empowerment refers to the issuing of authority or power to someone to do something. For example, the authority and opportunities given to the women at work or in our society are considered as empowerment of women. It helps the women to compete at equal terms in the society as well as in the workplace. So, empowerment is a tool, used to bring a community or group to raise the level, equivalent to the other parties in an organizational or societal setup.
