I would solve this problem for the first option Purchasing a new vehicle and will summarise points against each item.

1. Understand the Problem - The problem statement here is that the user wants to buy a new vehicle, so that he can use it for travelling purpose on a daily basis and road trips.
2. Define the Project Scope & Constraints -

Scope: is about buying a vehicle make payments towards it and continue maintaining it

Constraint: the resource availaibility to buy the vehicle and a detailed knowledge / analysis to be done to know the uasge of the vehicle so that the best fit model can be selected
3. Perform Fact-finding:

As a part of this activity, following facts need to be considered:

4. Analyze Project Usability, Cost, Benefit, and Schedule Data

5. Evaluate Feasibility

To analyse buyer\'s Cash Inflow / Outflow / Net worth / Expense Analysis / Income Analysis over a period of last 2 years to make a feasibility on user\'s ability to clear off payments and maintain the standard of living for the user and dependants

Second point to evaluate is user\'s knowledge / ability of driving a vehicle (legally approved) and to handle minor issues during transit (if any)
6. Present Results & Recommendations

Based on analysis of user\'s need, financial status, ability to drive and maintain results can be derived and recommendation can be made to buy a specific vehicle or not to buy
