We know that,
pH = - Log[H3O+]
10.90 = - Log[H3O+]
[H3O+] = 1.2 * 10-11 M
And also ,
[H3O+][OH-] = 1.0 * 10-14
[OH-] = 1.0 * 10-14 / (1.26 * 10-11)
[OH-] = 7.9 * 10-4 M
Since [H3O+] < 1.0 * 10-7 the solution is basic .
PART A = 1.2 * 10-11 M
PART B = 7.9 * 10-4 M
PART C = Basic

For a neutral solution,
pH = 7.0
And,
[H3O+][OH-] = 1.0 * 10-14
So,
[H3O+] = [OH-] = 1.0 * 10-7 M
So,
PART D = 1.0 * 10-7 M
PART E = 1.0 * 10-7 M
PART F = 7.0

[H3O+][OH-] = 1.0 * 10-14
