If the peripheral blood vessels were constricted without making any other adjustments in the cardiovascular system then the blood vessel will potentially brust due to pressure and no further decrease in heart rate.the vessels should be smaller due to constriction but heart should pump blood with same greater force. the dive response prevents them this happening because it lowers the heartrate so small quanitity of blood is pumped to constricted areteries.
