How can a firm know when it\'s a good idea to implement telecommuting or not?

Telecommuting is a good way to communicate with your team members without being on the same room or building, it allows employees to spend more time with their family and still work.
Telecommuting of course is not for everyone, there are certain industries that obviously can’t do this (you cannot have a doctor telecommuting because you need him on the ER)
Telecommuting can be a good idea if managers can judge the performance base only on results, this means that the employees must have his goal crystal clear and will make sure to works towards those goals; it is also important to take on consideration if the employee actually want to work from home because there are times where someone would feel more comfortable working from his office, avoiding all distractions.
The commitment from the employees is also important, are you able to monitor though a VPN the amount of time he stays connected to the work`s network? Or he is watching Netflix? This is vital because if the employees are not engage on their job then telecommuting will be a bad idea.
