Slope of the equation is = 4
Y-intercept = (0,3)
By using point slope form -
=> (y-y1) = m(x-x1),where m is the slope and (x1,y1) is the given points.
=> y-3 = 4(x-0)
=> y-3 = 4x + (4).0
=> y-3 = 4x + 0
=> y-3 = 4x
=> y = 4x + 3
