Answer:
In my opinion, MMS most grievous and blatant unethical behavior falls under this category. As the agency was responsible for collecting drilling royalties from oil and gas companies, MMS employees were thus able to exploit the system after re-selling those royalties on the open market. By allowing buyers to revise their bids after purchasing oil and gas from MMS, the agency established a culture of unethical business practices within its own industry. MMS further compounded their situationby allowing agents to have inappropriate relationships with oil and gas company reps., which constitutes a conflict of interest on the agency’s behalf.
