the rules are:
1. Separate the reaction into oxidation 1/2 and redx 1/2
2. Balance for mass all elements except H2O
3. Balance H atoms using H+
5. Balance charges using e-
6. multiply each 1/2 by a whole number to cancel out the # of e.
7. Add the 2 1/2 reactions
8. Cancel spectator ions
CN- + H2O >> CNO- + 2H+ + 2e-) x3
MnO4-+ 4H+ + 3e- >> MnO2 + 2 H2O) x2
