From a terrrorist\'s standpoint, what conditions must exist for an attack to be successful?

For attacking any particular place in any p[particular country first the terrorists do the analysis of that place. For an example what is security measures of that place, what is the possible time when many people are there, what is the place to escape etc. Terrorist visit the place and analyze and make plan as per the map of that place.

Intelligence Bureau of the country has some detective that alert the police and government before such incidence but sometimes they fail and this is the time when terrorist get success.

And sometimes the police and government have information but they do not take precaution before attack and they get success. For an example attack on Mumbai on 26^th dec 2008. Government has information from detective agencies that terrorist can come from Pakistan by sea route but government neglected the information and by sea route 10 terrorist came in Mumbai by hijacking a small fish boat.

If we talk about 9/11 then there were security concerns at airports. Terrorists enjoyed that by carrying knife in the plane and as per a report those few among same terrorist were caught at airport by with carrying utility knife. Now a day’s airport security is very changed and safe.

Other chances of success of the terrorist are low security on weird international border. Let us have an example of India and Pakistan Border. It passes through Siyachin glacier where temperature is -22⁰C, Thar Desert where temperature is +55⁰C and jungle where it is very difficult to locate terrorist. These are the enjoyable conditions for terrorist. They came through international border and attack.

Although some countries have strong border security methods but in Asia the countries are way behind in technology used in border security.
