Should multinational corporations maintain in their overseas plants safety standards the same as those they maintain in their U.S operations? or should the governments of host countries determine required safety standards?

it has to be decided by the host nations government and home departments. if they permit that the security will be your internal purpose, so you can plan it according to your convinient, then we can arrange it like in US. if the host nation is not permit, and they have to follow the domestic security laws and regulations, then the MNCs should follow the local system of law only
