Usually the checks and balances of any nation will be decided based on their policies only. It is the same issue to US also, all the balances and checks are worked under the guideliness of US policies only. Some times, the policy makers may not able to guess the exact requirements and the estimation may be different from real needs.

Definitely, the policies must be modified according to the current trends and conditons. The policies which prepared 5 decades back are not suitable for todays government and the needs. Earlier the sources of income for government is traditonal and limited in nature. But now they were expanded, and tax structure, income definition, socurces of income and so on, must be redefine.

The policies related to tax structures, bank reserve rates, interest rates, business licencings, and so on must be revised according to present needs.
