Couple acting on the pipe is given by the equation

Couple = Force * Perpendicular distance between the couple forces. C = F * D

Given that the couple force F = 25 lb and the perpendicular distance between the couple forces is D = 6 cos 30° inches

Thus the perpendicular distance is D = 5.1962 inches.

Thus the couple due to the forces is

C = 25 * 5.1963 lb-inches.

===> C = 129.904 lb-inches towards negative Y axis

===> C = 10.825 lb-ft towards negative Y axis
