The peak near 3100-3010 cm-1 (A) is for =CH stretch.Peak near 3000-2900 cm-1(B) is for CH stretch.Peak near 1600 and 1460 cm-1 (G and I) suggests the presence of benzene ring.But the four peak pattern from 1950 cm-1 to 1750 cm-1 (C,D,E,F) suggests the benzene ring is mono substituted..So instead of C6H4Cl2,these four peak patterns suggests the compound is C6H5Cl.But your assumption for peak at 3100-3010 cm-1 and 3000-2900 cm-1 are absolutely correct.
